January Meeting – Superintendent Troy Brown & Christopher Arend

Our special guests will be San Joaquin County Superintendent Troy Brown and attorney Christopher Arend, who will be speaking on Paso Robles Schools voting to ban CRT from local curriculum.

Christopher Arend is an attorney from Paso Robles, CA, who will be speaking to us on the successful passage of a resolution by Paso Robles School District to ban CRT from being taught in local schools. 

Superintendent Brown’s career in education began in Tracy Unified School District, where he served as a high school English teacher and basketball and soccer coach at Tracy High School. As assistant principal and, eventually, principal at West High School in Tracy, Brown inspired administrators and school personnel through his mission of ensuring that all students saw their worth, felt seen, and knew their potential.

In 2017, Brown took on a new role as Tracy Unified’s Director of Student Services and Curriculum. From there, he joined the San Joaquin County Office of Education (SJCOE) in 2018 and served as Associate Superintendent of Student Programs and Services, where he provided leadership to San Joaquin County programs, students, families, and its 14 school districts.

On October 21, 2020, Brown was appointed to the office of County Superintendent of Schools by the San Joaquin County Board of Education. He began his term on July 1, 2021. In this capacity, Brown serves as the SJCOE chief executive officer, providing leadership, support, and state-designated fiscal and program oversight for the county’s 14 school districts and approximately 150,000 public school students. He also leads the SJCOE’s innovative schools and programs, including the SJCOE’s CodeStack Academy, Discovery ChalleNGe Academy, Come Back Kids program, Greater Valley Conservation Corps, and Teachers College of San Joaquin.

CVIR Christmas Dinner & Social

Join Central Valley Impact Republicans and fellow conservatives as we celebrate the Christmas season! We will be holding our Christmas Dinner & Social on Monday, December 13th, in Manteca.

We are excited to be hosting as our special guest Sam Paredes, Executive Director of Gun Owners of California. Sam Paredes has been with Gun Owners of California for over 35 years, currently serving as Executive Director, a position he has held since 1998. He is also a member of the Board of Directors of Gun Owners of America and Treasurer of Gun Owners Foundation.

GOC is a non-profit lobbying organization formed to protect and preserve our Second Amendment rights in California. Paredes is a registered lobbyist, has testified in hundreds of legislative committee hearings and has advocated on behalf of the gun community before the California Fish and Game Commission, the Department of Fish and Wildlife, and the Department of Justice.

Paredes has been interviewed by virtually every California news outlet as well as national and international media such as Fox News, ABC World News Tonight, the Wall Street Journal, Washington Post, the Larry Elder Show, Al Jazeera and the BBC (Britain and Australia) as an expert on gun laws in the Golden State. He is a frequent speaker before conservative groups and has given workshops on “Confrontational Politics” in Missouri, Nevada and throughout California and has served as co-host of Sacramento’s “Just Guns” radio show on Money 105.5 FM.

In addition to his work with GOC, Paredes was appointed by California Governors George Deukmejian and Pete Wilson, serving in both administrations in the Trade and Commerce Agency.

Born in Los Angeles to immigrant parents, Sam is the second of three children. He attended Pepperdine University on scholarship and graduated with a degree in political science; he also studied at the Foundation for Economic Education in New York.

Sam is a certified firearms instructor, an avid outdoorsman and enjoys all shooting sports, hunting, fishing, golfing and traveling. He has served as a volunteer firefighter and as a board member of his local fire protection district in El Dorado County. He is the father of three children and grandfather to an ever growing brood of grandkids. He lives with his wife in the foothills of the Sierra Nevada.

November Meeting – Mark Meuser, Candidate for US Senate

​Mark Meuser is a native Californian with a proven record of fighting for your constitutional rights. As an attorney, Meuser secured an important victory for disabled Americans against United Airlines. In Gilstrap v. United Airlines, Meuser represented a disabled American injured by United when it failed to follow applicable federal law in how it handled her travel. The 9th Circuit agreed with Meuser that federal law permitted disabled Americans to sue airlines if those airlines failed to care for passengers as the law provided.

In 2017, Meuser joined the Dhillon Law Group where he has focused on Election, Political, and Constitutional Law. At Dhillon Law Group, he has had the privilege of protecting critical First Amendment rights, for example, by defending Troy Worden from a frivolous lawsuit brought against him by Yvette Felarca, a national organizer for the organization By Any Means Necessary, one of antifa’s front groups. Meuser was also involved in a lawsuit against Governor Gavin Newsom when California tried to remove President Trump’s name from the primary ballot by unconstitutionally changing the qualifications to run for President. Over the last year, Meuser has been involved in 22 lawsuits brought against Newsom for his unconstitutional usurpation of power as a result of COVID-19.

October Meeting – Sheriff Patrick Withrow

Sheriff Withrow was elected Sheriff on June 5th, 2018, and was sworn into office on January 7th, 2019. This is Sheriff Withrow’s first term as Sheriff, but it is his 29th year with the San Joaquin County Sheriff’s Office. During his tenure, he has worked in almost every division of the department, including five years with S.W.A.T. and 12 years with the Canine Unit and Lathrop Police Services. He has also been nominated five times for the Italian Athletic Club’s Officer of the Year Award, as well as being nominated for the California State Life Saving Award.

Sheriff Withrow graduated from Central Catholic High School in Modesto, California, and attended Modesto Junior College and Stanislaus State University. He graduated from Union Institute and University with a Bachelor of Science in Criminal Justice Management and graduated from the West Point Leadership Academy.

Sheriff Withrow enjoys riding his motorcycle with his wife, Kathy Withrow, and camping across America with his wife and three kids.

Heath Flora was elected to represent California’s 12th Assembly District in 2016. Before joining the Assembly, Heath was a farmer, small business owner, and spent 15 years as a volunteer firefighter. Heath and his wife Melodie live in Ripon with their two girls, Lacy and Paris.

Sheriff Jeff Dirkse was born in Southern California and raised in Denair.  He graduated from Turlock High School in 1990 and the United States Military Academy at West Point, NY, in 1994, with a Bachelor’s of Science degree.  He subsequently served in the US Army as an Infantry Platoon Leader, Ranger Platoon Leader, Infantry Company Commander and most recently was a Watch Officer at Special Operations Command, Europe.

Sheriff Dirkse began his career in Law Enforcement in 2007 with the Stanislaus County Sheriff’s Department.  He served on Patrol and as a detective in STING (Special Team Investigating Narcotics and Gangs) and Rural Crime.  He promoted to Sergeant in 2013 and served on Patrol and in Internal Affairs.  In 2015 he promoted to Lieutenant and was appointed as the Chief of Patterson Police Services.  He manages the Explorer program and was a founding member of the Sheriff Department’s Mobile Field Force, which assists other agencies during disasters and search and rescue missions.

Mayor Kevin J. Lincoln was elected to office in November 2020. He is serving his first term as Mayor of Stockton beginning January 2021. Born in Stockton, Mayor Lincoln was raised in an Army family and was inspired to serve others. Throughout his youth, Kevin served in many community outreach programs providing food and clothes to the homeless and those in need. Kevin also volunteered at the California Youth Authority where he spoke to and encouraged youth in the juvenile justice system.

With a desire to serve his Country, Kevin joined the United States Marine Corps (USMC) in 2001 and began his training at the military police academy. Kevin was later recruited by the White House Military Office and assigned to Marine One, where he would serve President George W. Bush.

Following his service in the military, Kevin worked for one of the nation’s top private security companies for eight years in Silicon Valley. He would ultimately serve as District Manager, responsible for an annual budget of over $55 million, a district support staff of 22 personnel, and a total employee base of over 1,300.

In 2013, Kevin felt the desire to resign his corporate position to serve the community of Stockton through full-time ministry at a local church. In his ministry work, Kevin served as the Executive Administrative Pastor overseeing the finances, implementation of the vision, daily operations, as well as community outreach initiatives. Kevin gets the most fulfillment by assisting those in need and helping them find the resources that will aid them and give them hope.

A no-nonsense community leader, Ose believes the top issues facing California include reforming the public education system, supporting public safety, aggressively addressing homelessness across the state and refusing to turn a blind eye to those with mental health and substance abuse issues.
